Instructions for completing a MoND approval request
Review this information before sending an approval request for aerial photography, filming, or cartography flights.

Legal basis
The approval for photography, filming, and cartography flights performed with civil aircraft is issued by the Ministry of National Defence, through the Overflight, Relations and Aeronautical Regulations Service within the National Military Command Center, according to art. 5 para. (1) letter e) of Government Decision no. 859/2021.
Deadlines and documents
Requests are submitted within the deadlines set by Annex no. 2 of Government Decision no. 859/2021, before the planned operation date, and must include the documents required by the applicable legal framework.
Before filling out a request, make sure you have read the platform terms and the applicable legal provisions. Fields marked with an asterisk (*) are mandatory.
Operation category
For the “Operation category” field, select one of the following options:
- Open
- Specific
- Certified
- Manned aircraft
Rules for the first 3 categories are defined by Regulation (EU) 2019/947. The “Manned aircraft” option is used only when operations are performed with aircraft that have a pilot on board.
What the request contains
The request includes 4 main sections where complete and accurate information is required:
- Applicant details
- Aircraft details
- Recording sensors details
- Flight parameters
How to provide the operation area
Take-off/landing points and operation area can be provided using:
- Manual input
- Selecting on the map the exact point where you are located
Obligations and compliance
Depending on the operation specifics, additional supporting documents may be required. The submitted information must follow each field requirements, and approval is granted only when declared data is strictly respected during operations.
After submitting the request, the applicant may request cancellation or updates, based on guidance from the MoND operators responsible for analysis and resolution.
