Difference between A1 / A3 and A2 for drone flights

Regulation (EU) 2019/947 divides low-risk operations into the open category (A1, A2, A3). Most recreational pilots in Romania operate in A1 or A3; A2 has extra requirements. Your certificate does not remove airspace checks.

A1 and A3

A1 usually applies to lighter drones, with rules on proximity to people. A3 covers heavier aircraft with greater distance from residential areas. You need an online certificate and operator/aircraft registration.

A2 – specific category

A2 allows certain operations under 2 kg near uninvolved people, after operational assessment. Obligations are stricter than A1/A3.
